Yes, you can get Eevee in the game Pokemon Ruby! To obtain an Eevee, you need to first travel to Lavaridge Town and find the house located near the bottom of the hill. Inside the house, you will find two old ladies who will give you an Eevee as a gift.
Upon receiving your Eevee in Pokemon Ruby, you can then work towards evolving it into one of its 3 forms; Vaporeon, Jolteon or Flareon. To do so, you need to use the Elements found at the Weather Institute. Vaporeon requires a Water Stone, Jolteon requires a Thunder Stone and Flareon requires a Fire Stone. In addition, you can also evolve your Eevee further by using special techniques such as raising its happiness level and walking around with it in your party for a specific amount of time.
